2. E-Commerce

2.8. Smuggling of illicit goods

E-commerce has reshaped smuggling by opening new distribution routes and enabling transactions with a lower risk of detection. Criminal networks exploit online platforms, social-commerce channels, and global delivery services to move goods such as:

  •        Counterfeit goods
  •        Weapons, narcotics, and wildlife products
  •        Dual-use or restricted technologies

⚠️ Why e-commerce is an attractive channel

Criminals take advantage of several structural weaknesses:

  •        Fragmented, highly distributed supply chains
  •        Anonymity and decentralization of platforms, including third-party marketplaces
  •        Difficulty tracing final recipients, think drop-shipping and temporary addresses
  •        High volumes of small parcels that overwhelm traditional inspection

The combination of low-value shipments, inconsistent data, and rapid fulfillment makes e-commerce attractive for illicit trade. In response, Customs and express carriers are sharpening their focus on:

  •        Pre-arrival data analytics
  •        AI-supported risk profiling
  •        Enhanced cooperation with platforms and payment providers
  •        Targeting high-risk sellers and repeat offenders
