5.1. Responsibilities of the Harmonized System Committee

1.     Ensuring uniform interpretation and application of the HS

The Harmonized System Committee takes measures and makes proposals to the Council to ensure the uniform interpretation and application of the HS. It carries out this responsibility through three main activities.

01 Guidance documents

Prepares Explanatory Notes, Classification Opinions, and individual formal advice as a guide to the interpretation of the HS.

02 Recommendations

Prepares recommendations that secure uniformity and transparency in the HS's interpretation and application.

03 Information sharing

Collates and circulates information on the application and maintenance of the HS.
