5. Harmonized System Committee (HSC)

In addition to the technical aspects of the HS Nomenclature, the Harmonized System Committee also examines general issues and questions that are not directly related to the HS Nomenclature but rather aim toward the uniform application and maintenance of the HS.

Such issues/questions include:

01 Usage surveys

Surveys to assess how HS documents such as the Explanatory Notes are being used.

02 Transparency surveys

Surveys to assess how widely HSC classification decisions are applied, gauging the transparency of decision-making.

03 Publishing decisions

Using the WCO website to publish classification decisions and disseminate information.

04 Inter-committee work

Co-operation with bodies such as the Technical Committee on Rules of Origin on HS-aligned rules of origin.

05 HS training

The application and delivery of HS training.
