Example: Parts and accessories for bicycle items Let's look at bicycle items and whether they are classified as parts or accessories. A bicycle chain is • essential for propulsion; without it the bicycle cannot function. • a core mechanical component forming part of the bicycle's drive system. Therefore, it is classified as a part. In the HS, it is classified under HS 7315.11 – Roller chain for bicycles. A bicycle water-bottle holder, on the other hand, • enhances convenience but is not essential to riding, • and the bicycle operates fully without it, as it adds only optional functionality. Therefore, it is classified as an accessory. In the HS, it falls under HS 8714.99 – Other parts and accessories of bicycles and other cycles. Note: Water-bottle holders fall under 8714 because this heading explicitly covers parts and accessories of bicycles. An accessory can only be classified under a provision that expressly includes accessories. |
Because some HS headings and legal notes apply to parts only, correctly identifying whether an item is a part or an accessory determines which classification provisions are available.
