5. Transparency in the administration of Customs valuation

5.7. Valuation rulings

A Valuation Ruling is a formal determination of customs value, issued after goods have been imported and duties and taxes paid. It results from a post-entry verification process.

Stage 1

Post-entry review

Customs conducts verification of declared value, reviewing all terms and conditions of the sales transaction.

Stage 2

Detailed examination

If warranted, a comprehensive audit of the importer's books and records is conducted.

Stage 3

Ruling issued

Customs presents findings: determined value, method used, and any actions required of the importer.

Stage 4

Ruling applied

All future imports from same supplier under same conditions use the same valuation method (fast-track eligible).

Stage 5

Risk assessment

Ruling becomes part of Customs risk criteria, allowing focus on higher-risk declarations.
