5. Integrity

5.4. Relationship with the private sector

Element 10 of the Revised Arusha Declaration is about the relationship between Customs and the private sector. The Declaration states:

“Customs administrations should foster an open, transparent and productive relationship with the private sector. Client groups should be encouraged to accept an appropriate level of responsibility and accountability for the problem and the identification and implementation of practical solutions. The establishment of Memoranda of Understanding between Customs and industry bodies can be useful in this regard. Likewise, the development of codes of conduct for the private sector, which clearly set out standards of professional behaviour, can be useful. Penalties associated with engaging in corrupt behaviour must be sufficient to deter client groups from paying bribes or facilitation fees to obtain preferential treatment.” (WCO, 2003, p. 2)

The WCO emphasizes the important role client groups play in controlling corruption and suggests that performance standards, client service charters, customs–industry liaison committees, and comprehensive communication strategies are useful tools to combat corruption. A high level of integrity is also crucial for Authorized Economic Operator (AEO) certification, where trust and compliance form the foundation of partnership.

Fostering integrity between Customs and the private sector is essential for effective trade facilitation, revenue collection, and community protection. This requires a collaborative and transparent relationship based on shared responsibility and open communication. Key aspects include:

Aspect

What it means

Open communication & dialogue

Regular channels and honest dialogue between Customs and economic operators build mutual trust; share rules and invite feedback.

Shared responsibility

Both sides own integrity; codes of conduct, integrity pledges, and anti-corruption programs reinforce it.

Transparency & accountability

Open operations and accessible information build trust on both sides.

Capacity building & training

Training deepens understanding, strengthens compliance, and promotes ethical conduct.

Monitoring & evaluation

Regular monitoring and evaluation of integrity shows where to improve and keep the relationship corruption-resistant.
