Dear Students

As part of the review of the DHL Program, we agreed to look at the delivery of the tariff and valuation modules to better cater to student needs. The result is that we will be splitting the current modules into basic and advanced versions, noting that not all of your teams need to be fully proficient in classification or valuation.

The basic course will comprise four components

  1. Understanding the importance of Tariff Classification in international trade - explain what tariff classification is and why correct classification matters for international trade.
  2. What is the Harmonized System - be able to identify the main structural levels of the Harmonized System and interpret what each part of an HS code represents.
  3. How the HS is Organized - explain the purpose of the Harmonized System and its role as the global standard for classifying traded goods.
  4. How Classification Works in Practice - understand the basic steps of the classification process, the role of Interpretation Rules 1 and 6, and the common factors that lead to incorrect classification.

The advanced course will comprise the following topics

  1. The Harmonized System - overview of the international classification order on which nearly all national or common (in the case of a Customs union) tariff documents are based including the HS Convention, the Nomenclature, Explanatory Notes and the Results of the Sixth Review
  2. The Classification Structure - Headings, sub-headings and legal notes, including the structure of Sections and Chapters, Significance of the Dashes
  3. The Classification Process - explains the classification process focusing on the identification of goods and the interpretation rules by which goods are classified including Interpretation Rule 1, Rule 6 and Rules 2 to 5
  4. Classification of Parts and Accessories - explains the classification of parts and accessories. It concentrates on distinguishing parts from accessories and on the classification principles and legal note provisions that apply to such goods under the Harmonized System.

Both modules will contain assessment tasks to determine competency.

We are asking all students to make their selection using the online questionnaire. Selections are required by Sunday 26th July so that we can allocate you into your class. If we don't receive your nomination by the due date, we will automatically place you in the Advanced Course.

If you have any questions, please do not hesitate to contact me.

Kind regards
