5. Transparency in the administration of Customs valuation
5.7. Valuation rulings
A Valuation Ruling is a formal determination of customs value, issued after goods have been imported and duties and taxes paid. It results from a post-entry verification process.
|
Stage 1 Post-entry review |
Customs conducts verification of declared value, reviewing all terms and conditions of the sales transaction. |
|
Stage 2 Detailed examination |
If warranted, a comprehensive audit of the importer's books and records is conducted. |
|
Stage 3 Ruling issued |
Customs presents findings: determined value, method used, and any actions required of the importer. |
|
Stage 4 Ruling applied |
All future imports from same supplier under same conditions use the same valuation method (fast-track eligible). |
|
Stage 5 Risk assessment |
Ruling becomes part of Customs risk criteria, allowing focus on higher-risk declarations. |
