7. Conclusion: The Roles of Customs and Industry

7.1. The challenge for all Customs administrations

The Customs role in supply chain security will see growth in capacity building for Customs administrations across the world. Customs administrations will have to work more closely together to deliver improvements in supply chain security. This involves sharing information about exported goods, undertaking cargo inspections at the point of export when the importing country has security concerns, and providing advance cargo (and passenger) information to support risk management.

To assist developing countries to meet the requirements of the WCO Framework, the WCO commenced a large-scale Customs capacity building program in 2006 called the Columbus Program. Customs development advisors from many agencies have visited over 100 countries to support Customs modernization. Multiple donors, including international organizations, private companies and Customs administrations, have contributed funding, human resources, and expertise to its implementation.
