5. Rules of Origin under the Revised Kyoto Convention
5.2. Certificates of Origin
A Certificate of Origin is a document certifying that the products being exported originate and are manufactured in the country of the seller. With the Certificate of Origin, a buyer (typically the importer) is assured that the products being purchased originate and are manufactured in the country of the seller (typically the exporter).
Importing countries consider the origin of imported goods when determining the duty that will be assessed on the goods imported and whether the imports are given preferential access. Other considerations are whether the goods are subject to quota, and whether they come from an embargoed nation, in which case the goods will not be allowed entry.
